Areas of work

Ulf Hjelmar carries out research-based analyses and evaluations of cross-cutting interventions in the fields of eldercare, children and adolescents, the social area and the health area. He also works with public-private collaboration, including effects of outsourcing. A central component of his work is development of the framework conditions for new developments of the public sector and measuring of innovative welfare interventions. Examples of his research include analyses and evaluations of frikommuneforsøg (experiments involving debureaucratization of municipalities) in Danish municipalities. The Frikommuneforsøg initiative entails new legislative possibilities to develop interventions at the local level, and since 2012 Ulf Hjelmar has followed the initiative and provided process support, carried out evaluations and published scientific articles in the area.

Methods

Ulf Hjelmar uses methods that can shed light on how to effectively utilize cross-sectoral collaboration and other public interventions in terms of creating value for the population. Particularly central are evaluation and analysis methods that reveal results and effects of an intervention as well as generating learning in the area. Against this background, Ulf Hjelmar helps develop and understand the framework and management conditions, and cross-cutting aims that are of importance for the public sector.

Background

Ulf Hjelmar has an MA in Sociology and a PhD in Public Administration. He has worked as a researcher in the former AKF and KORA, now VIVE, since 2008. Previously, he worked for a private consultancy firm for over 10 years as a senior consultant, assistant director and director of research, both at a national and an international level. All in all, he has extensive experience with solution-oriented work in municipalities and regions, with a special focus on research support and innovative solutions.
